教育强国视域下高中多样化分类管理的逻辑理路与优化机制

Logic and Optimization Mechanism of High School Diversification Management from the Perspective of a Powerful Nation of Education

建设教育强国的基点在基础教育。高中教育作为基础教育的重要阶段,其发展质量是关乎教育强国基点稳固的关键。坚持高中阶段学校多样化发展是教育强国背景下基础教育领域的重要变革。当前,高中多样化发展面临着学校隶属关系不清,多样化考试制度不完善以及“职普融通”缺乏配套保障机制等困境。促进高中多样化高质量发展,筑牢教育强国建设基点,亟需构建高中多样化市县结合管理体制,建立多样化招生考试制度,优化专项“职普融通”管理机制。

Building an educational powerhouse requires a solid foundation in basic education,and high school education,as an important stage of basic education,is crucial to the stability of the base point.“Advocating diversified development of high schools”is an important reform in the field of basic education under the new development pattern.However,there are challenges in promoting the diversified development of high schools in the new development stage,such as unclear management relationships,the absence of a diversified examination system,and a lack of supporting mechanisms for vocational and academic integration.Based on the vision of building an educational powerhouse,with universal high school education as a foundation,this paper clarifies the connotation of diversified high school development,studies different development models,and builds governance mechanisms such as a diversified county-city combined management system for high schools,a diversified admission and examination system,and a specialized“vocational and academic integration”management system,to promote high-quality diversified development of high schools and solidify the base point for building an educational powerhouse.
