Research on the Development Strategy of the BK21 Fourth Stage in Seoul National University in South Korea

旨在建设世界一流大学的韩国BK21工程已经实施了二十多年,现已进入第四阶段,更加重视对高层次研究型人才的培养。基于此,首尔大学在教育、研究、产学合作等创新领域确定了新的发展战略,并通过一系列的战略举措努力达成战略目标。其在实施过程中所面临的问题和经验值得我们进一步总结和思考,即在大学层面要优化经费支出结构,凸显大学特色;构建多元化评价和管理制度,促进大学教育公平;扩大产学合作范围,加强与区域的合作。

The BK21 project in South Korean,which aims to build a world-class university,has been implemented for more than 20 years,and by the fourth stage,more emphasis has been placed on the cultivation of high-level research talents.Based on this,Seoul National University has identified a new development strategy in the innovative fields of education,research,and industry-academia cooperation,and has endeavored to reach its strategic goals through a series of strategic initiatives.The problems and experiences faced in the process of implementation are worthy of further summary and reflection,namely,optimizing the structure of funding expenditures at the university level to highlight the university's characteristics;building a diversified evaluation and management system to promote equity in university education,and expanding the scope of industry-academia cooperation to strengthen cooperation with the region.
