“双碳”背景下船舶岸电推广应用研究

摘要 国际海事组织研究表明,全球约15%的氮氧化物以及5%~8%的硫氧化物排放源自船舶。我国水路货物运输量和港口吞吐量连续多年稳居世界第一,船舶使用燃料主要是渣油或重油,含硫量是车用油的100~3500倍,船舶靠港使用岸电是船舶大气污染物排放控制和船舶温室气体减排的重要措施。以河北沿海港口船舶岸电推广使用情况作为研究对象,从政策引导、技术创新、试点推广等方面,为“双碳”背景下海事部门助力船舶岸电推广应用和航运业低碳绿色高质量发展提出可供参考的建议。 According to research by International Maritime Organization(IMO),ships contribute to approximately 15%of global NOx and 5-8%of SO_(x) emissions.The volumes of waterway cargo transportation and port throughput in China have ranked first in the world for consecutive years.However,the fuel used in ships is mainly residual oil or heavy oil,with a sulfur content of 100 to 3,500 times that used by automobiles.It is an important measure for ships to control the atmospheric pollutants and reduce GHG emissions by using shore power when calling at the port.This paper takes the promotion and application of shore power in Hebei coastal ports as the research object,and provides suggestions for promoting the application of ship shore power and driving forward the low-carbon,green,and high-quality development of the shipping industry with the efforts of China MSA from the perspectives of policy guidance,technological innovation,pilot promotion,etc.under the background of carbon peaking and carbon neutrality.
