摘要
船用甚高频(VHF)是实现水上近距离无线电通信的主要设备。长期以来,国内相关法规规定国内航行海船不论航行海区,均要求配备一台VHF设备。但随着航运业的快速发展和海事管理、服务水平的不断提高,单船单台VHF设备已不能满足实际通信需要,而船舶私自增设VHF设备又会扰乱海上无线电通信秩序,甚至引发事故危及船舶安全。从海事管理实际工作出发,提出采取疏堵结合、教育惩罚并举的措施,旨在破解船舶增设VHF的现实需求和法规冲突的矛盾,规范船舶增设VHF设备行为。
The very high frequency(VHF)on board ships is the main equipment to realize short-distance maritime radio communication.For a long time,domestic regulations stipulate that vessels engaged on domestic voyages should be equipped with a VHF equipment regardless of the navigation area.However,with the rapid development of the shipping industry and the continuous improvement of maritime management and service,a single ship and a single VHF equipment can no longer meet the actual communication d e mand,and the unauthorized addition of VHF equipment by ships will disturb the order of maritime radio communication,and even lead to accidents to endanger the safety of ships.Starting from the actual practice of maritime management,this paper puts forward suggestions on measures of combining dredging with blocking and education with punishment,aiming at solving the contradiction between the realistic demand of adding VHF for ships and the conflict of regulations,and standardizing the behavior of adding VHF equipment to ships.
