职业教育境外办学服务海外中资企业属地化人才需求的研究与实践

Research and Practice of Vocational Education Running Schools Overseas Serving the Localized Talents Requirements of Overseas Chinese Enterprises

在经济全球化背景下,中资企业陆续走出国门,参与全球市场竞争,对属地化人才的需求日益凸显,究其原因在于海外中资企业属地化用工能够降低人力成本、融入当地市场、提高企业国际形象。然而,由于企业对属地文化、政策等方面不熟悉,属地人才数量不足、质量不精等原因,致使出海企业在属地化用工方面面临种种挑战。职业教育境外办学作为服务海外中资企业的重要途径,通过开展短期培训、创建海外分校等形式,培养的高技能人才在满足企业属地化需求方面具有重要意义。进一步结合实践案例,分析如何发挥“政行企校”力量为中资企业提供属地化人才储备,为未来职业教育开展境外办学服务出海中资企业提供参考和借鉴。

Under the background of economic globalization,Chinese enterprises have successively gone abroad to participate in global market competition,and the demand for localized talents from the Chinese enterprises has become increasingly prominent.The reason is that localized employment of overseas Chinese enterprises can reduce labor costs,integrate into the local market,and improve the international image of enterprises.However,due to the unfamiliarity of enterprises with local culture and policies,the insufficient number of local talents and the poor quality,the overseas Chinese enterprises are facing various challenges in the localization of employment.As an important way to serve overseas Chinese enterprises,the running schools overseas of vocational education is of great significance to cultivate high-skilled talents to meet the localization needs of enterprises through short-term training and the establishment of overseas branches.Further combined with practical cases,this paper analyzes how to give full play to the power of“government,industry,enterprise and school”to provide localized talents reserve for Chinese enterprises,and provide reference for the running schools overseas of vocational education services to overseas Chinese enterprises in the future.
