中、美、欧人工智能伦理治理的政策比较研究

A Comparative Study of Policies on Ethical Governance of Artificial Intelligence in China,the United States,and Europe

人工智能飞速发展带来的伦理问题屡见不鲜。为了促进人工智能有序向善发展,确保人工智能领域的领先地位,中国、美国以及欧盟出台了一系列伦理治理政策。文章依据当前人工智能伦理治理的现状,在纵向和横向维度上比较分析三个地区的人工智能伦理政策,发现均已完成了人工智能伦理治理的顶层设计,但所处的治理阶段不同。以政策比较视角审视伦理治理,可丰富伦理治理的研究维度。

The ethical issues brought about by the rapid development of artificial intelligence are not uncommon.In order to promote the orderly development of artificial intelligence and ensure its leading position in the field,China,the United States,and the European Union have introduced a series of ethical governance policies.Based on the current status of ethical governance in artificial intelligence,this article compares and analyzes the ethical policies of artificial intelligence in three regions in both vertical and horizontal dimensions.It is found that all regions have completed the top level design of ethical governance in artificial intelligence,but they are in different stages of governance.Examining ethical governance from a policy comparison perspective can enrich the research dimensions of ethical governance.
