后发国家教育现代化的赶超陷阱与路径突破

The Catch-up Trap and Path Breakthroughs of Educational Modernization in Late Developing Countries

摘要 后发国家推进教育现代化时,往往因措施激进而陷入进退失据的赶超陷阱,这主要表现在教育发展中数量与质量的失衡、继承与模仿的失序、效益与公平的失范。教育现代化赶超陷阱是多重因素交互叠加的产物。其中,理论供给能力不足、教育功能定位矮化、发展路径选择失调与国际环境日趋逼仄是引发这一现象的重要因素。要突破教育现代化赶超陷阱,后发国家必须着力打造内外交融式知识创新系统,筑牢教育育人为本的功能定位,重塑自主导向型发展路径架构,同时积极参与共赢式国际教育资源分配格局的构建。 When late-developing countries promote educational modernization,they often fall into the trap of catching up due to radical measures.This is mainly reflected in the imbalance between quantity and quality,the disorder of inheritance and imitation,and the lack of efficiency and fairness in educational development.The catch-up trap of educational modernization is the product of the interaction and superposition of multiple factors.Among them,insufficient theoretical supply capacity,dwarfed educational function positioning,imbalanced development path selection and the increasingly constricted international environment are important factors that trigger this phenomenon.To break through the catch-up trap of educational modernization,late-developing countries must strive to build an internal and external integrated knowledge innovation system,solidify the functional positioning of education and educating people,reshape the self-guided development path structure,and actively participate in win-win international education resources.Construction of allocation pattern.
