New quality productive forces is a product of the combination of Marxist theory of productive forces and China’s specific reality,and is China’s answer to the question of how to promote the practice of high-quality development of productive forces under the new normal of economic development,which is of great significance in accelerating the construction of a modernized economic system,meeting the people’s growing needs for a better life,and building a socialist modernized powerhouse.To understand the new quality of productivity,we must grasp the dialectical relationship between“change”and“no change”.The“no change”is the category of productive forces in the context of historical materialism,which refers to the material forces formed by human beings in the production activities that continuously satisfy the needs of survival,and consists of three elements:means of labor,objects of labor,and laborer.The“change”goes with the development of the times,from quantitative change to qualitative change to realize the energy level leap so as to achieve a new quality of real productive forces.It refers to productive forces dominated by technological innovation,with green development as the backdrop,supported by emerging and future industries,in which the three elements have gained new characteristics and manifestations.To cultivate new quality productive forces,it is necessary to grasp the“primary task”of high-quality development,comprehend its internal logic,and clarify its internal mechanism to promote high-quality development.The new development concept is an important ideological leadership for the cultivation and development of new quality productive forces.As an advanced productive force to promote high-quality development of the economy in the new era,new quality productive forces must be guided by the new development concept of innovation,coordination,greenness,openness,and sharing,and comply with the multi-dimensional requirements of the new development concept.The cultivation and development of new quality productive forces provide important support and guarantee for the promotion of high-quality development.The development of new quality productive forces is an important way to solve the main contradiction in China’s society in the new era,a key measure to realize high-level scientific and technological self-reliance and self-improvement,and a powerful initiative to promote the construction of an ecological civilization,which is able to create sufficient technical conditions and a solid material foundation for the party to propose high-quality development tasks and goals in the new historical stage.The task of promoting high-quality development requires us to properly deal with the unity of the development of productive forces and the reform of production relations,and accelerate the formation of new production relations adapted to the new quality of productive forces in order to promote its development and maturity.To promote the development of new productive forces,supply-side structural reform serves as a crucial driving force,when a high-level socialist market economy provides a favorable environment,and the digital economy represents a new driving force.In order to develop new productive forces,it is necessary to adhere to the methodology of“adapting to local conditions”and follow the methodology of“establishing before breaking,adapting to local conditions,and providing classified guidance”.As the dialectic of the evolution and development of things,“establishing first,and then breaking”is the basic principle of the development of new productive forces,and it is an effective way to prevent the emergence of such phenomena as“breaking first and then establishing”,“breaking quickly and establishing slowly”or even“only breaking without establishing”in development.The methodology of specific analysis of local conditions is the overall approach to the development of new productive forces,and is a powerful means of grasping local,industrial and market opportunities so as to achieve green,efficient,and harmonious development.Classification guidance as the focus of precise deployment and precise policy is the implementation rules for the development of new quality productive forces,which is a strong guarantee to deal with the relationship between specific and universal,individuality and commonality so as to strengthen the relevance and effectiveness of the development work.
