高校治理改革中数据正义的意蕴、挑战与实践

摘要 数据正义理论最早来源于西方,以数据使用的“可见性、技术伴随、不歧视”为核心观点。高校治理改革中的数据正义应以提升管理者数据素养为重要基础,以坚持公开正义、结合正义及预防正义为主要途径。然而,高校在推进数据治理改革时,存在数据“可见性”缺失、主体性与技术理性两极分化以及数据偏见与技术歧视突显等问题。为进一步推进新时代高校治理能力现代化的实现,一是要坚持公开正义,兼顾好数据代表性与数据隐私保护;二是要坚持结合正义,促进人的主体性与技术理性良性结合;三是要坚持预防正义,时刻保持对算法数据的戒备,预防各类偏见与歧视。 The theory of data justice originated from the West,with the core viewpoint of“visibility,engagement with technology,and non-discrimination”in data use.The data justice in the reform of governance in universities should be based on improving the data literacy of managers,and the main approach should be to adhere to openness justice,combination justice,and prevention justice.However,when promoting data governance reform,universities face issues such as lack of data visibility,polarization between subjectivity and technological rationality,and prominent data bias and technological discrimination.To further promote the modernization of governance capabilities in universities in the new era,firstly,we must adhere to openness justice,while balancing data representativeness and data privacy protection;secondly,we must adhere to combination justice and promote the benign combination of human subjectivity and technological rationality;thirdly,we must adhere to prevention justice,always maintain vigilance against algorithmic data,and prevent various biases and discrimination.
