The three strikes on the Pudong Japan-China Cotton Mill in 1922,with the dual objectives of economic and political struggle, were led by the newly founded CPC.During the strikes, the Pudong Textile Workers’Union, under the guidance of the Secretariat of the Chinese Labor Union, held numerous negotiations and discussions with the Chinese authorities in Shanghai and the management of the Japan-China Cotton Mill. The strikes shook the city, and the Pudong Textile Workers’Union experienced a period of limited development. This development is inseparable from the CPC’s understanding and utilization of non-institutional factors among the Chinese authorities in Shanghai.Specifically,it is a reflection of the Chinese authorities’incomplete governance system, the tendency of officials to handle strikes based on the logic of interpersonal relationships, the complexity of the local socio-political ecosystem, and the inconsistent regulations.
