澳门特区“一基地”的政策体系

The Macao SAR’s“One Base”Policy System

自从《粤港澳大湾区发展规划纲要》正式确立澳门特区“以中华文化为主流、多元文化共存的交流合作基地”的发展定位以来,澳门特区政府切实推进“一基地”建设,形成“弘扬主流文化,促进文化交流、加强文化保护,发展文化产业”的政策体系。然而,澳门地区“文化交流合作基地”的政策体系较为分散,难以形成统一推进的合力。在澳门文化交流合作基地的政策体系中,文化优势没有得到充分挖掘、文化交流的广度深度有待加强、文化设施建设难以匹配文化中心定位、文化产业发展相对缓慢。优化澳门特区“一基地”的政策体系,要夯实文化交流合作基地建设的产业基础,实现“一中心、一平台、一基地”建设的紧密结合,致力将“一基地”建设成大湾区文化交流合作中心乃至全球文化交流合作中心,并强化粤澳合作和琴澳合作,共同推进“一基地”建设。

Since the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area formally set the Macao Special Administrative Region as a“base for exchange and cooperation with Chinese culture as the mainstream amid multiple cultures coexisting”,the Macao Special Administrative Region Government has substantially promoted the construction of the“one base”and formed a policy system of“promoting mainstream culture,advancing cultural exchanges,strengthening cultural protection,and developing cultural industries”.However,the policy system on Macao’s region “cultural exchange and cooperation base”is relatively scattered,hardly under joint promotion.The policy system regarding building Macao as a cultural exchange and cooperation base has yet to fully tap into the cultural strengths,and to extend the breadth and depth of cultural exchanges;the construction of cultural facilities hardly matches the positioning of the cultural center;and the development of cultural industries is relatively slow.We should improve the“one base”policy system of the Macao Special Administrative Region,consolidate the industrial foundation for the construction of the cultural exchange and cooperation base,realize close connection of the construction of“one center,one platform,and one base”,and endeavor to build the“one base”into a cultural exchange and cooperation center in the Greater Bay Area and even a global cultural exchange and cooperation center.Through greater cooperation between Guangdong and Macao region and that between Hengqin in particular and Macao region,we aim to jointly promote the“one base”construction.
