政务服务一体化对资本流动的影响研究——兼论政府在全国统一大市场建设中的作用

The Impact of Government Service Integration on Capital Flows: A Discussion on the Function of the Government in Constructing a Unified National Market

以政务服务网为代表的“互联网+政务服务”平台的建设,是全国统一大市场建设的重大举措之一。本文利用2009~2019年的风险投资数据和上市公司子公司数据,实证分析了省级政务服务一体化平台建设对资本流动及市场一体化的影响,研究发现:第一,政务服务一体化平台建设不仅能显著加速省内城市间的资本流动,同时能够吸引省外资本流入。第二,平台通过提升政务服务效率和改善营商环境,降低了企业在经济活动中的制度性交易成本,是加速资本跨地区流动的主要机制。第三,平台对资本流动的影响在空间上存在非对称性,省内“中心城市→外围城市”和“配置过剩→配置不足”的资本流动提速明显,不仅加速了省内城市间资本要素分布的均等化,也显著提升了资本的空间配置效率,降低了城市间的市场分割。本文的研究成果有助于深入理解在数字经济时代背景下,政府数字化转型对于提升政府治理能力、促进资本流动乃至推动全国统一大市场等方面的重要意义。

The construction of the Internet Plus Government Services initiative platform represented by the government service network is a major measure to guide the construction of the unified national market through government services.This article empirically analyzes the impact of the construction of integrated provincial government service platform on capital flow and market integration using venture investment and listed company subsidiaries data from 2009 to 2019.The results indicate that:firstly,the construction of the integrated government service platform can not only significantly accelerate capital flow among cities within the province,but also attract capital inflow from outside the province.Secondly,the platform reduces the institutional transaction costs of enterprises by improving the efficiency of government services and the business environment,which is the main mechanism for accelerating capital flow across regions.Thirdly,the impact of the platform on capital flow is asymmetric in space.The capital flow of"central cities→peripheral cities"and"over allocation→under allocation"within the province has accelerated significantly,which not only quickens the equalization of capital factor distribution among cities within the province,but also significantly improves the spatial allocation efficiency of capital and reduces market segmentation between cities.The research conclusions of this paper help to deeply understand the important theoretical value of government digital transformation in improving government governance capabilities,facilitating capital flow,and even promoting the unified national market in the context of digital economy era.
