On Building a High-Level China-Africa Community with a Shared Future

本文从习近平关于构建中非命运共同体的系列论述及中非各自新发展、中非关系新进展出发,全面阐释了构建高水平中非命运共同体的理论方位、理论内涵、实践要求、重大意义、有利条件及风险挑战。本文认为,“高水平”体现着对中非命运共同体“质”的规定和要求,强调从量变到质变的过程,强调“高水平中非命运共同体”在发展中非关系中的强大理念引领作用。构建高水平中非命运共同体立足新的时代和阶段,以中非友好合作精神为价值遵循,以落实全球发展倡议、全球安全倡议、全球文明倡议为战略引领,以不断推动中非务实合作提质升级为具体抓手,以推动全球治理朝着更公正合理方向发展为基本支撑,以携手实现现代化为努力方向,不断为构建人类命运共同体提供宝贵经验。笔者发现,构建高水平中非命运共同体对推动构建人类命运共同体,正在发挥长板效应、示范效应、撬动效应。人类命运共同体和中非命运共同体的理念深入人心并转为具体实践,是构建高水平中非命运共同体的根本有利条件,而美国从维护霸权需要出发,对中非合作的干扰破坏是主要的外部挑战。

This article deriving from Xi Jinping's series of expositions on building the China-Africa community with a shared future and the new developments of China and Africa as well as the new progress of China-Africa relations,comprehen-sively elaborates the theoretical orientation,theoretical connotation,practical requirements,significant advantages and risks-and-challenges in building a high-level China-Africa community with a shared future.The author believes that the wording"high level"embodies the qualitative definition and requirements of building the China-Africa community of shared future,emphasizing the process of building the China-Africa community of shared future from quantitative change to qualitative change,further emphasizing the powerful ideological guidance role of the China-Africa community with shared future in developing China-Africa relations.Building a high-level China-Africa community with a shared future is based on the new era and new stage,with the value principle of China-Africa friendship and cooperation,strategic guidance of implementing the Global Development Initiative,the Global Security Initiative,and the Global Civilization Initiative,specific measures of continuously driving China-Africa practical cooperation to upgrade,basic support of pushing global governance towards a more just and reasonable direction,and the goal of working together to achieve modernization,thus constantly providing valuable experience for building a global community of a shared future.The author finds that building a high-level China-Africa community with a shared future is exerting a longboard effect,a demonstration effect and a leverage effect on promoting the building of a global community of a shared future.The fact that concept of a global community of a shared future has been deeply rooted in people's hearts and translated into concrete practice is the most fundamental condition favorable for building a high-level China-Africa community with a shared future.From the need to maintain hegemony,the United States'interference and disruption of China-Africa cooperation is the main external challenge in building a high-level community with a shared future between China and Africa.
