摘要
林长制是以严格保护管理森林等资源,维护生态系统稳定为目标,以强化各级领导干部属地管理责任为核心,构建属地负责、党政同责、部门协同、全域覆盖、源头治理的保护发展森林等资源的长效机制,是生态文明建设领域的又一大制度创新。海南省自2020年实施林长制以来,全面建立了林长制责任体系、初步建立了制度体系、逐步完善了多部门协同联动工作机制、“五绿”成效明显,虽取得了一定成绩,但海南省推行落实林长制工作仍存在诸多不足。对此,该文分析了海南省林长制运行存在的问题,并有针对性地提出了对策建议。
Forest chief system aims at strictly protecting and managing forests and other resources,maintaining ecosystem stability,and strengthening the territorial management responsibility of leading cadres at all levels as the core.It is another major institutional innovation in the field of ecological civilization construction.Since the implementation of the forest chief system in Hainan Province in 2020,the responsibility system of the forest chief system has been established in an all-round way,the system has been initially established,and the multi-department collaborative linkage mechanism has been gradually improved.Although some achievements have been made,there are many shortcomings in the implementation of the forest chief system in Hainan Province.In this regard,this paper analyzes the problems existing in the operation of the forest chief system in Hainan Province and puts forward some countermeasures and suggestions.
