培育乡村新质生产力就是通过发展农村新质劳动者、新质劳动对象、新质劳动工具等,使乡村发展具有高效能、高科技、高质量特征的先进生产力质态,进而提高乡村居民的收入和增强幸福感。但快速的城镇化和现代化的双重冲击使得新质生产力在农村的发展面临着人才流失、治理缺位、开发受阻、基础服务供给不全和生态资本增值乏力的现实困境。为更好地推进乡村高质量发展,需要引进专业人才、夯实乡村居民的主体根基、优化基层组织和注入社会资本作为双向引擎、以科技创新和生态增值齐头并进的态势谱写新时代乡村振兴的新篇章。
