村民参与文化建设的理论逻辑、现实困境与有效路径

Villagers’Participation in Cultural Development:Theoretical Logic,Practical Difficulties and Effective Paths

乡村文化建设既需要自上而下的国家推动,亦需要自下而上的村民参与。文章将格里·斯托克的参与式治理CLEAR模型引入乡村文化建设场域,分析村民参与乡村文化建设的动态过程。研究发现:村民文化参与存在无力参与、无意参与、无视参与、无路参与、无心参与的困境,文化互动社会化加剧文化决策难度、活动组织行政化压缩文化自治空间、村民角色边缘化使其产生直接躺平心理等原因导致困境产生;基于“赋能—认同—组织—机制—回应”的参与路径能提升参与能力、激发参与意识、增强参与力量、拓宽参与渠道与催动参与动机。

Rural cultural development requires both top-down government initiatives and bottom-up villager participation.By introducing the Garry Stoker’s CLEAR model of participatory governance,this paper examines the dynamic process of villagers’involvement in rural cultural development.The study suggests that villagers face dilemmas in cultural participation,such as being unable to participate,having no intention to participate,ignoring the participation,having no way to participate,and having no mood to participate.These dilemmas are due to the socialization of cultural interaction which makes decision-making more difficult,the administrative organization of cultural events which compresses the cultural autonomy,and the marginalization of villagers’roles which makes them develop a lie-flat mentality.The participation path of"empowerment-identificationorganization-mechanism-response"can improve participation capacity,stimulate participation awareness,strengthen participation forces,expand participation channels,and facilitate participation motivation.
