Study on the Role of Chief Data Officers in the Digital GovernmentConstruction

建设数字政府是适应新一轮科技革命、加快政府职能转变和提升治理能力现代化的重要举措。政府首席数据官作为数字政府建设的第一责任人,发挥着重要作用。文章使用Q方法,对我国政府首席数据官在数字政府建设中的角色进行探索性研究。研究发现:在我国数字政府建设中,政府首席数据官主要扮演推动者、传播者、战略家、沟通者、协调员、架构师、使能者和执行者等八种角色。

The construction of digital government is vital for the government to adapt itself to the new wave of scien⁃tific and technological revolution,transform governmental functions,and enhance the governance modernization.Chief data officers(CDOs)play a key role in the digital government construction.By means of the Q methodology,this paper conducts an exploratory study on the role of CDOs in the digital government construction in China.The re⁃sult shows that in the Chinese context,CDOs plays eight important roles,i.e.,initiator,communicator,strate⁃gist,educator,coordinator,architect,facilitator and implementer.
