我国智能教育发展的外部保障:要素、内涵与框架构建——《2023人工智能促进教育发展报告》节选一

摘要 随着人工智能技术与教育教学的深度融合,教育变革迎来了前所未有的挑战和机遇,传统“师—生”二元结构转向“师—生—机”三元结构,推进现有智能教育应用生态的转变。在此情境下,系统梳理人工智能促进教育发展的动态水平至关重要。通过梳理国内外文献、项目经验与重要组织报告,提炼人工智能促进教育发展的外部保障要素,即智能教育基础设施、智能教育资源及智能教育保障机制,并制定以三要素为主要维度的智能教育发展之外部保障部分的评估指标体系。经过专家调查反馈、反复调整修订,最终形成了由3个一级指标、12个二级指标、37个三级指标构成的智能教育发展外部保障部分的评估指标体系。基于该体系,可以开展面向不同区域的人工智能教育外部保障水平测度,精准定位我国人工智能教育发展的外部保障现实情况、差异化水平以及薄弱环节,从而提出具有针对性的、可操作性的实践指导建议,为持续促进不同区域、省份人工智能教育的顺利实施奠定基础并提供现实保障。 With the deep integration of artificial intelligence technology and education,educational reform has faced unprecedented challenges and opportunities.The traditional“teacher student”binary structure has shifted to the“teacher student machine”ternary structure,promoting the transformation of the existing intelligent education application ecosystem.In this context,it is crucial to systematically review the dynamic level of artificial intelligence in promoting educational development.The research team focused on the construction of an evaluation index system for the promotion of education development by artificial intelligence this year.This article focuses on the perspective of external guarantee,and extracts the external guarantee elements of artificial intelligence in promoting education development through reviewing domestic and foreign literature,project experience,and important organizational reports.The evaluation index system for the external guarantee part of intelligent education development is mainly based on intelligent education infrastructure,intelligent education resources,and intelligent education guarantee mechanism.After expert investigation and feedback,repeated adjustments and revisions,a comprehensive evaluation index system for the external guarantee of intelligent education development has been formed,consisting of 3 primary indicators,12 secondary indicators,and 37 tertiary indicators.Based on this system,it is possible to measure the external guarantee level of artificial intelligence education for different regions,accurately locate the current situation,differentiation level,and weak links of external guarantee for the development of artificial intelligence education in China,and propose targeted and actionable practical guidance suggestions,laying the foundation and providing practical guarantees for the continuous promotion of the smooth implementation of artificial intelligence education in different regions and provinces.
