中美战略竞争背景下中国-东盟地区合作新方向

New Directions for China-ASEAN Regional Cooperation in the Context of Strategic Competition Between China and the United States

冷战结束后,在大国关系缓和的背景下,东亚地区合作走上了开放型地区主义的新轨道。然而,经过三十多年的发展,随着中美战略博弈的升级,美国印太战略与中国“一带一路”倡议并行推进,东亚地区合作的开放型地区主义合作模式面临战略化和政治化的新挑战。为解决这一问题,中国-东盟地区合作应坚持践行真正的多边主义,推动从开放型地区主义模式向多利益相关方模式转变,促进地区发展共同体、地区安全共同体和地区人文共同体建设。这是未来推进中国-东盟地区合作架构建设的新路径。

After the end of the Cold War,against the background of easing relations between major powers,East Asia regional cooperation has embarked on a new track of open regionalism.However,after more than thirty years of development,with the rise of the strategic game between China and the United States,the parallel advancement of the U.S.Indo-Pacific strategy and China’s Belt and Road Initiative has led to the open regionalist cooperation model of East Asia cooperation facing strategicization and new challenges of politicization.To solve the problem,China-ASEAN regional cooperation should adhere to genuine multilateralism,promote the transformation from an open regionalism model to a multi-stakeholder model,and promote the construction of a regional development community,a regional security community,and a regional cultural community,which is a new path to promote the future construction of China-ASEAN regional cooperation architecture.
