Platform-based governance is a new model for current grassroots governments to improve governance performance, but primary-level governance still faces the dilemma of traditional administrative mobilization. This study is based on the TOE(technology-organization-environment)theoretical framework and combines the multi-subject governance practice cases carried out by the“Qiaozhifen”platform in Qiaotou Town,Zhejiang Province,to analyze how primary-level government carries out social governance activities in the digital age.The study found that there are four main mobilization mechanisms:1)technical mobilization for innovative platform access approaches;2)organizational mobilization for multiple governance entities and points redemption scenarios;3)institutional environment mobilization for policy and financial support from higher-level governments;4)mobilization for regional identity of country squires, residents and migrants.Among the above four mechanisms, regional identity, which highlights local cultural characteristics, has become a key factor for primary-level government to mobilize social forces to participate in community governance. This study applies identity economics approach to the field of public management, while expanding the TOE framework into TOEI(technology-organization-environment-identity)under China context. The findings provide important policy implication for improving the efficiency of digital governance of primary-level governments.
