党建引领:聚合型治理的结构塑造及其运作——基于江西省新余市Y区的调研

Party Building Guidance:Structural Shaping of Aggregated Governance and Its Operation--Based on the Research in District Y,Xinyu,Jiangxi Province

党建引领是实现基层治理现代化的一种进路,其本质在于发挥党的领导核心作用,引领各治理主体、各要素共同参与治理实践。从江西省新余市Y区多维专项化党建引领的治理实践来看,其共塑了整体层面上党建引领的聚合型治理。一方面,同时从多方向维度分析内聚实践,将不同专项事务纳入整体治理的过程;另一方面,在各主体角色及其功能作用差异的前提下,突出党的领导的“一核多元”参与秩序和总体合力,尔后外输于治理实践。基于整体性视角,发挥好党的整合功能,统筹和调适各治理维度,形成制度化、规范化和可持续化的内聚良好、外输有力的聚合型治理模式。

Party building guidance is a way to modernize primary-level governance,the essence of which is to play the role of the Party's leadership core,leading all governance subjects and elements to participate in governance practices.The multi-dimensional specialization of Party building-led governance practice in District Y,Xinyu,Jiangxi Province,shows that the Party-led aggregated governance has been shaped at an overall level.On the one hand,it analyzes the cohesive practice from multi-directional dimensions and incorporates different special affairs into the overall governance process;on the other hand,under the premise of differences in the roles of the main bodies and their functions,it highlights the participation order of"one core with diversified participants"and overall synergies of the Party's leadership and then transfers them out to the governance practice.Based on the holistic perspective,the Party's integrative function should be brought into full play to coordinate and adapt the various dimensions of governance,so as to form an institutionalized,standardized and sustainable mode of aggregated governance with good internal cohesion and effective external transmission.
