网络文明是中华民族现代文明的重要组成部分,加强网络文明建设是推进中华民族现代文明的重要举措。习近平总书记在全国网络安全和信息化工作会议上对网络安全和信息化工作作出重要指示,提出了努力建设网络强国的战略任务。促进社会主义网络文化繁荣,实现社会主义网络强国目标,其实质就是要以网络文明推进中华民族现代文明。为此,要将问题意识和对策意识紧密地结合起来,正视网络不文明现象引发的网络不安全问题,揭示其产生的内在原因,从思想引领、价值导向、加强精神文明建设、完善法律体系以及加强社会监督等方面进一步净化网络空间,深化网络生态治理,共同推进文明办网、文明用网、文明上网以及文明兴网,发展积极健康的网络文化,营造风清气朗的网络生态,更好地向世界讲好中国故事,传播好中国声音,增强中华民族现代文明的传播力和影响力。

Network civilization is an important part of the modern civilization of the Chinese nation,so strengthening the former is an important measure to promote the latter.At the National Cybersecurity and Informatization Work Conference,General Secretary Xi Jinping gave important instructions on cybersecurity and informatization,put forward strategic tasks of enhancing national strength in cyber.The essence of promoting the prosperity of socialist network culture and realizing the goal of a major socialist country with powerful network is to promote the modern civilization of the Chinese nation with network civilization.To this end,it is necessary to closely combine the awareness of problems with the awareness of countermeasures,to face up to the network insecurity problems caused by uncivilized phenomena on the Internet,and to reveal the internal causes of its occurrence.Further efforts should be made to further purify cyberspace from the respects of ideological guidance,value orientation,strengthening moral and cultural civilization,improving the legal system,and strengthening public supervision.The governance of the network ecosystem should be carried forward to jointly promote the Internet management,accessing and development in a civilized way.A positive and healthy Internet culture should be fashioned,a clean and sound network ecology should be created so as to tell a better story of China to the rest of the world,give out Chinese voices in a right way and enhance the communication and influence of the modern civilization of the Chinese nation.
