内陆港物流与腹地城市的协同发展研究——以济宁港为例

摘要 交通运输部发布的《水运“十四五”发展规划》中提到,要做好内陆港体系规划建设,同时统筹水运与城市发展。然而,我国内陆港建设正处于起步阶段,还存在着发展水平不高、港城关系不协调的问题。为解决这一困难,推动港城高质量发展,文章构建了港口物流与城市经济的耦合协调度模型,选取了和我国大部分内陆港具有相似问题的济宁港进行测算分析。结果表明,港航项目的建设对济宁城市发展有明显助益,虽然港城发展的整体态势稳中有进,但距离二者实现协调发展还有很大一段路要走;在加强内陆港基础设施建设、推进运输方式改革的同时,还要通过聚集全市港口群、发展领港产业聚集区等方式,充分发挥港城协同作用。 The 14th Five-Year Plan for the Development of Water Transport i ssued by t he M inistry of Transport mentions t hat it i s necessary to balance water transport and urban development,and do a good job in the construction of the inland port system.However,the construction of inland ports in China is still in its infancy,and there are still some problems such as the low level of development and the uncoordinated relationship between ports and cities.In order to solve this difficulty and promote the high-quality development of the port city,this paper constructs the coupling coordination degree model of port logistics and urban economy,and selects Jining Port for caculation and analysis,which has similar problems with most inland ports in China.The results show that the construction of the port and shipping project is obviously beneficial to the urban development of Jining.Although the development of the port city is stable,there is still a long way to achieve the coordinated development of the two.While strengthening the infrastructure construction of inland ports and promoting the reform of transport modes,we should also give full play to the synergistic effect of ports and cities by gathering the city’s port groups and developing pilotage industrial clusters.
