Segmentation of Emergency Decision-Making Emergencies and Irregular Scenarios for Urban Rail Transit Dispatching

城市轨道交通运营突发场景复杂,同种类型不同情景的突发事件应急处置流程均不相同,传统的应急预案未能针对每类场景的不同情景设计相应的处置方案。文章使用情景分析法对事件进行情景结构化分析,提取场景关键信息后建立应急决策关键信息框架。在此基础上,分析典型突发事件场景,提取得到每种场景处置过程中的关键决策点。最后根据其取值进行不同场景下的不同情景细分,并梳理相应的应急处置流程。研究成果有助于调度员更有针对性地进行历史案例经验学习,且有助于公司管理层对应急处置过程进行精细化管理。

The emergency scenarios in urban rail transit operations are complex,and the emergency response procedures for different situational contexts of the same type of emergency are not the same.Traditional emergency plans have failed to design corresponding response plans for different situational contexts of each scenario.In this article,the scenario analysis method is used to structurally analyze events,gradually extract key scene information and establish an emergency decision-making key information framework.Based on this,typical emergency event scenarios are analyzed,and the key decision-making points for each scenario are extracted.Finally,different situational contexts are subdivided according to their values,and the corresponding emergency response processes are sorted out.The results of this study can help dispatchers learn historical case experience more targetedly,and assist company management in fine-tuning emergency response processes.
