Path Research on the Marine Catastrophe Insurance Supporting for the High Quality Development of Marine Economy

加强海洋防灾减灾是海洋经济高质量发展的重要层面。海洋巨灾保险作为海洋灾害风险管理的重要金融工具,通过发挥分摊损失、经济补偿、投融资功能,保障海洋经济向高质量发展转型。因此,明确海洋巨灾保险的需求迫切性,探索海洋巨灾保险支持海洋经济高质量发展路径,对于促进海洋生产要素充分利用与有效配置,助力海洋产业创新驱动和结构优化具有重要理论和现实意义。鉴于现有国内外海洋巨灾保险的典型实践,采用主题分析法,对海洋巨灾保险的背景、现状和面临挑战进行剖析,最终从政府、保险机构和涉海主体三个层面,提出促进海洋巨灾保险实施的具体路径,为破解海洋巨灾保险供需失衡困境,保障海洋经济高质量发展提供对策建议。

Strengthening Marine disaster prevention and mitigation is an important aspect of high quality development of Marine economy.Marine catastrophe insurance,as an important financial tool for Marine disaster risk management,guarantees the transformation of the Marine economy towards high quality development by sharing losses,providing economic compensation,and facilitating investing and financing.Therefore,it is of great theoretical and practical significance to recognize the urgency of Marine catastrophe insurance,explore its role in supporting the high-quality development of Marine economy,and promote the full utilization and efficient allocation of marine production factors,thereby assisting in driving innovation and optimizing the structure of the marine industry.Given the typical practices of marine catastrophe insurance both domestically and internationally,employing thematic analysis,this study analyzes the background,status and challenges of Marine catastrophe insurance.Ultimately,we proposes the specific path for promoting the implementation of Marine catastrophe insurance from the standpoint of government,insurance agencies and ocean projects.The aim is to provide strategic recommendations to address the imbalance between supply and demand in marine catastrophe insurance and ensure the high quality development of Marine economy.
