海洋产业集聚、科技创新与海洋经济增长

Marine Industrial Agglomeration,Technological Innovation,and Marine Economic Growth

海洋产业作为沿海地区重要的产业依托,其集聚程度和类型已成为影响我国海洋经济发展的重要因素。基于我国11个沿海地区2006-2018年的面板数据,采用区位熵法测算海洋产业集聚情况,并实证考察了海洋产业集聚、科技创新对区域海洋经济发展的影响。研究发现:(1)海洋产业集聚和科技创新均能显著促进我国海洋经济增长,且产业集聚对海洋经济发展的推动作用有11.37%是通过促进科技创新来间接实现的。(2)不同海洋产业集聚类型对区域海洋经济发展的作用具有明显差异,海洋第一、二产业集聚水平的提高并不能对海洋经济产生促进作用,而提高第三产业的集聚水平可以更好地促进海洋经济发展。此外,海洋产业集聚对海洋经济发展的影响也存在明显的区域异质性。为此,沿海各地区应致力于提升海洋产业集聚水平、增强科技创新投入力度,根据自身实际情况实行差异化政策,优化海洋产业结构,促进海洋经济高质量发展。

As a crucial industrial support in coastal regions,the degree and type of agglomeration of marine industry has become an important factor affecting the development of China's marine economy.Based on the panel data of 11 coastal regions in China from 2006-2018,this study utilized the locational quotient method to measure the agglomeration of marine industry and empirically investigated the influence of marine industry agglomeration and technology innovation on marine economic development.It finds that:(1)Bothmarine industry agglomeration and technological innovation can significantly promote regional economic growth in coastal areas of China,and 11.37% of the promotion effect of industry agglomeration on the economy is indirectly achieved by promoting science and technology innovation.(2)Different types of agglomeration in marine industries have distinct effects on regional economic growth.The increase in agglomeration levels of the first and second marine industries does not have a significant promoting effect on the marine economy,while enhancing the agglomeration level of the third industry can better promote the development of marine economy.In addition,there is obvious regional heterogeneity in the impact of marine industry agglomeration on economic growth.To this end,coastal regions should be committed to improving the level of marine industry agglomeration,strengthening the investment in science and technology innovation,and should implement differentiated policies according to their actual situation to optimize marine industry institutions and promote high-quality development of the marine economy.
