土地革命时期党内法规制度建设的历史考察

A Historical Study on the Construction of the Intraparty Rules And Regulations System of the Chinese Communist Party During the Period of Land Revolution

土地革命时期是中国共产党对党内法规制度建设进行早期探索的历史阶段。根据不同的革命形势、关键问题和中心任务,这一时期党内法规制度建设的发展历程可划分为三个阶段。每个阶段虽然相互衔接,但各有侧重。第一阶段,大革命失败后党组织遭到严重摧残,革命进入低潮,党内法规制度建设聚焦于调整组织制度,促进党组织的恢复和发展;第二阶段,党开始局部执政,党内法规制度建设聚焦于加强党的自身建设,服务新生政权的巩固;第三阶段,中日民族矛盾上升为主要矛盾,党内法规制度建设聚焦于扩大党员干部队伍,服务抗日民族统一战线政治大局。

During the historical period of Land Revolution,the Chinese Communist Party undertook an early exploration of the construction of the Party's internal regulatory system.According to the different revolutionary situations,key problems and central tasks,this historical period can be divided into three phases,each of which,though interlinked,has its own focus.After the failure of the first phase of the Great Revolution,the Party organization was severely destroyed,the revolution entered a low tide,and the construction of the Party legal system focused on adjusting the organizational system and promoting the restoration and development of the Party organization.In the second phase,the Party began to being in power partially,and the construction of the Party's rules and regulations focused on strengthening the Party's own construction and serving the consolidation of the newborn regime.In the third phase,China-Japan national contradiction rose as the main contradiction.The construction of the Party's legal system focused on expanding the cadre of Party members and serving the political situation on the united Front of the Anti-Japanese.
