摘要
拔尖创新人才培养是深入实施科教兴国战略、人才强国战略和创新驱动发展战略的关键。拔尖创新人才衔接培养政策协同涵融于拔尖创新人才培养命题之中,具有重要的价值意蕴。当前,国家对拔尖创新人才衔接培养进行了积极有效的实践探索,但依然面临着政策协同困境,集中体现在宏观层面的法律政策保障问题、中观层面的政策主体协同问题以及微观层面的协同机制建设问题。未来需要通过健全相关法律法规和加强政策顶层设计提高拔尖创新人才衔接培养的合法性和有效性,通过营造政策文化环境并从政策制定和执行两个层面加强政策主体统筹协同,通过优化结构性机制、程序性机制和配套性机制来进一步促进拔尖创新人才衔接培养的一体化协同。
The training of exceptional innovative talents is crucial for the comprehensive implementation of the strategies aimed at rejuvenating the country through science and education,strengthening the nation through talent,and driving development through innovation.The policy coordination of exceptional innovative talents joint training belongs to the proposition of exceptional innovative talents training,which has important value implications.Currently,the state has actively engaged in practical exploration to converge training programs for exceptional innovative talents,however,they still encounter challenges in policy coordination.These challenges primarily manifest in issues related to macro-level legal policy guarantees,middle-level coordination among policy subjects,and micro-level construction of coordination mechanisms.In order to enhance legitimacy and effectiveness within convergence training programs for exceptional innovative talents,it is imperative to refine relevant laws and regulations while reinforcing top-level policy design.Additionally,fostering a cultural environment conducive to policy coordination will strengthen collaboration among policy subjects by addressing both formulation and implementation processes at two levels.Furthermore,optimizing structural mechanisms,procedural mechanisms,and matching mechanisms will further advance integration efforts towards coordinated training initiatives for exceptional innovative talents.
