基于人民城市理念的老旧小区更新研究

Research on the Renewal of Old Residential Quarters Based on the Concept of the People’s City

当前我国进入提质发展阶段,“以人民为中心”成为重要工作理念,同时,老旧小区更新改造作为一项民生工程,对惠及人民有重大意义。文章旨在以人民城市理念为指导,提出老旧小区更新的优化方法。基于此,在解读人民城市理念的基础上,从为人民、人民建、人民享三个角度阐述对人民城市理念的基本认知,并提出基于人民城市理念的老旧小区更新主体架构。人民城市理念重视基层人民权益,强调人民主体的能力与作用,最终城市公共空间应走向公益、普惠,保障人人享有。在人民城市理念指导下的老旧小区更新中,应强化人民主体的参与,行政主体权力向基层让渡,并通过专业主体协助的方式提高人民主体参与的深度与专业度,实现老旧小区的场所营造。

At present,China has entered the stage of improving quality and development,and the concept of“putting the people at the center”has become an important work concept.At the same time,the renewal and renovation of old residential areas as a livelihood project has great significance for benefiting the people.This paper aims to propose possible optimization methods for the renewal of old residential areas under the guidance of the concept of people’s city.Based on this,based on the interpretation of the concept of people's city,this paper elaborates on the basic understanding of the concept of people’s city from three perspectives:serving the people,building for the people,and enjoyed by the people,and proposes a main structure for the renewal of old residential areas based on the concept of people’s city.The concept of the people’s city values the rights and interests of the grassroots people,emphasizes the ability and role of the people as the main body,and ultimately,urban public space should move towards public welfare and inclusiveness,ensuring that everyone enjoys them.Under the guidance of the concept of people’s city,in the renewal of old residential areas,it is necessary to strengthen the participation of the people as the main body,to transfer the power of administrative main body to the grassroots,and to improve the depth and professionalism of people’s participation as the main body with the assistance of professional main body,in order to achieve the creation of places in old residential areas.
