标准化资助绩效评价研究

Research on Performance Evaluation of Funding for Standardization

以标准化资助为研究对象,基于标准经济效益评价、标准化效益评价、标准实施效果评价等理论基础,构建标准化资助绩效评价模型,集合数据采集方法获取指标体系数据,采用层次分析法确定指标权重、评价值及评价等级。本文运用评价模型实际测算2017年至2020年河北省标准化资助项目绩效完成情况,分析相应的等级评价结果。为标准化资助绩效评价提供科学的方法和指引,对于支撑财政预算安排、规范标准化资助工作起到积极的促进作用。

Taking the funding for standardization as the research object,the paper is theoretically based on economic benefit evaluation of standards,benefit evaluation of standards,and evaluation of standards implementation effect.It builds a performance evaluation model of funding for standardization,which collects data of the index system by data acquisition method and uses the analytic hierarchy process to determine weight,evaluation value,and evaluation grade of indicators.The evaluation model is used to measure and calculate the performance of the standardization funding projects in Hebei province from 2017 to 2020,and the corresponding grading evaluation results are analyzed.It provides scientific methods and guidance for the performance evaluation of funding for standardization,and plays a positive role in supporting the financial budget arrangement and standardizing the work on funding for standardization.
