安徽省14市失独扶助政策研究——基于NVivo20.0的质性

Research on Policies of Supporting Families that Lost Only Child in Fourteen Cities of Anhui Province-Qualitative Research Based on NVivo 20.0

以Nvivo20.0软件为分析工具,对安徽省14市失独扶助政策文本内容进行比较研究。结果发现:安徽省失独家庭扶助政策工具分布不合理,政策主体参与积极性不高,政策作用影响亟待放大。为了有效为失独家庭提供支持,应完善失独家庭政策设计。包括:合理分布政策工具,推动政策工具分布应用合理化;完善政策参与机制,优化多元政策主体参与路径;发挥政策引导作用,营造良好的政策保障环境。

By using Nvivo 20.0 software as an analysis tool,a comparative study is conducted on the contents of support policies for families that lost only children in fourteen cities of Anhui Province.It is found that the distribution of support policy tools for families that lost only children in Anhui Province is unreasonable,the participation enthusiasm of policy subjects is not high and the impact of policies urgently needs to be amplified.In order to effectively provide support for families that lost only child,it is necessary to improve the design of policies,including reasonably distributing policy tools to promote the rationalization of the distribution and application of policy tools;improving policy participation mechanisms to optimize the participation paths of diverse policy subjects;giving full play to the role of policy guidance to establish a good policy guarantee environment.
