On Liu Xiu's Official Strategy and Its Present Value

汉光武帝刘秀乃东汉开国皇帝,其一生励精图治,为汉朝中兴之主。之所以天下大批能人志士云集于汉光武帝手下,助其扫平群雄、治国理政,得益于其“恩威并施、宽严相济”的高超治吏策略:以诚相待,消解君臣相互猜忌;以信相待,拉近君臣心理距离;以柔相待,融洽君臣关系;依法治吏,赏罚公正,适度保持君臣距离。以史为鉴,刘秀的治吏策略对当前加强德才兼备、“忠诚干净担当的高素质干部队伍”吏治建设亦有一定的历史借鉴价值。

Liu Xiu,as the founding emperor of Eastern Han Dynasty,devoted his life to governance,being the master of the resurgence of Han Dynasty.The reason why a large number of talented people gathered to help him defeat the opponent and govern the country was due to his superb official strategies of“giving both kindness and authority and considering both tolerance and punishment”,such as treating each other with sincerity and dispelling mutual suspicion between the emperor and his officials;treating each other with faith and narrowing the psychological distance between the emperor and his officials;treating each other with softness and harmonizing the relationship between the emperor and his officials;governing officials according to law and giving fair rewarding and punishing,and moderately maintaining the distance between the emperor and his officials.By taking history as a mirror,it is found that Liu Xiu's strategy of governing officials also has certain historical reference value for the current construction of strengthening the management of officials with both ability and political integrity and making cadres be loyal,clean and responsible.
