摘要
市民终身学习监测是伴随学习型城市建设浪潮产生演进的新生事物,谋求可持续发展规约了其核心的本质特性,推进学习型城市建设指向了其可及的目标彼岸,保障终身教育质量构成了其外显的功能表征,促进个体终身学习彰显了其内在的价值向度。由此辨明把握市民终身学习监测的实践进路,则需在目标群体上注重对弱势群体的重点关照,在监测内容上兼顾施策与学理的双重考量,在监测方法上探索多元且适用的监测手段,在监测保障上强化对“元监测”的工作要求,以促进市民终身学习监测实践深入推进,进而助力学习型城市建设蓬勃发展。
Citizen lifelong learning monitoring is a new thing that has evolved along with the wave of learning cities.Pursuing sustainable development defines its essential characteristics;promoting the construction of learning cities indicates its accessible goal;guaranteeing the quality of lifelong education constitutes its explicit functional representation;and promoting individual lifelong learning reveals its intrinsic value orientation.Therefore,it is necessary to focus on vulnerable groups in the target groups,take into account both the educational policy implementation and theory,explore diversified and applicable monitoring methods,and strengthen the work requirements of"meta-monitoring",so as to accelerate the in-depth promotion of the lifelong learning monitoring practice and facilitate the construction of learning city to develop vigorously.
