我国森林生态产品价值实现效率研究——基于投入产出分析框架

The Research on the Efficiency of Realizing the Value of Forest Ecological Products in China——Based on the Input-Output Analysis Framework

森林生态产品价值实现效率能够客观反映出森林生态产品价值实现过程中森林生态的投入、产出情况。运用Super-NSBM模型测算全国范围内183个地级市样本2012—2021年的森林生态产品价值实现效率及其分阶段效率。研究发现:从时序变化上看,当前全国森林生态产品价值实现效率整体水平不高,分阶段效率中森林经济价值实现效率远高于森林福利价值实现效率;从空间变化上看,全国区域间森林生态产品价值实现效率差异较大,极化现象较为突出;从价值实现冗余度看,各地在森林生态产品价值实现过程中的投入冗余与产出不足方面有较大改进空间。对此,需进一步完善森林生态产品价值实现机制,建立跨区域生态转化协作机制,因地制宜地调整森林生态产品生产要素投入结构。

The efficiency of forest ecological product value realization can objectively reflect the input and output of forest ecology in the process of forest ecological product value realization.The article applies the Super-NSBM model to measure the efficiency of forest ecological product value realization and its two-stage efficiency in 183 cities across China from 2012 to 2021.The study found that,in terms of time,the current overall level of efficiency in realizing the value of forest ecological products in the country is not high,and the efficiency of realizing the economic value of forests in the first stage is much higher than the efficiency of realizing the welfare value of forests in the second stage;In terms of spatial changes,the efficiency of realizing the value of forest ecological products varies greatly between regions of the country;From the point of view of value realization redundancy,there is much room for improvement in input redundancy and output insufficiency in the process of value realization of forest ecological products.In this regard,it is necessary to further improve the mechanism for realizing the value of forest ecological products,establish a cross-regional collaboration mechanism for ecological transformation,and adjust the input structure of the production factors of forest ecological products according to local conditions.
