发展新质生产力是我国抓住科技革命和产业变革核心要素、促进高质量发展的战略选择。历史经验表明,加强人才培育是促进生产力发展的重要一环,也是推动新质生产力发展的关键。人民群众是历史的创造者,劳动者是生产力最重要的要素等理论,为人才培育赋能新质生产力发展提供了理论支撑。发展新质生产力要求培育适应技术革命性突破和产业发展的劳动者,畅通教育、科技和人才培育的良性循环,完善人才培育全过程。研究建议,为促进新质生产力发展,要坚持党对人才工作的全面领导,坚持人才培育价值导向的人民性、培育素质的全面性、培育类别的完整性、培育过程的协同性、培育方法的科学性和培育视野的全球性,培育大量高素质人才,促进人才梯队建设。

Developing New Quality Productive Forces(NQPF)is a strategic choice for China to seize the core elements of technological revolution and industrial transformation,and promote its high-quality development.Historical facts show that strengthening talents cultivation is an important link in promoting the development of productivity and a key factor in promoting the development of NQPF.The theory that people are the creators of history whilst that labor is the most important factor of production provides theoretical support for empowering NQPF with talent cultivation.To develop NQPF requires the cultivation of laborers who can adapt to technological breakthroughs and industrial development,it is necessary to smooth the benign cycle of education,technology,and talent cultivation and improve the entire process of talent cultivation.Adhere to the Communist Party's overall leadership over talent work,the people-oriented value orientation of talent cultivation,the comprehensive cultivation of quality,the completeness of category cultivation,the coordination of the cultivation processes,the scientifi c nature of cultivation methods,and the global perspective of cultivation to promote the development of NQPF.Only in this way can we nurture a substantial cohort of high-caliber individuals for the nation,thereby enhancing the construction and robustness of our talent team.
