城市是文明的载体,也是人类文明发展进步的标志。西方的城市在资本逻辑主导下,变成了一个充满商品的空间,人的一切价值意义都以物作为衡量尺度,西方的城市发展走向异化。中国的城市概念自古以来与西方相异,近代以来,“人民”在社会主义的国家建构中实现重塑,并成为各项制度设计的核心价值指向。社会主义中国的城市将“人民”作为城市的主体和目的,逐渐探索出符合自身文化特点和实践经验的治理模式,最终形成了“人民城市”的治城理念,这是社会主义中国城市文明的生动写照。“人民城市”在新中国的社会主义国家建构中实现制度奠基,在改革开放进程中完善城市功能,在中华民族伟大复兴的宏大叙事中实现人民主体的再造,为世界城市文明的发展贡献了中国智慧。

Cities are the carriers of civilization as well as the symbolization of human civilization development and progression.Led by the logic of capitalization,western cities have become a space full of products.The value and meaning of human beings are measured by production.Thus the western cities have developed to alienation.Since ancient times,the concept of Chinese cities has been different from that of the West.In modern times,“People”has been reshaped through the establishment of socialism,and has become the core value orientation of various systems,realizing the return of people as the main body of the city.Cities in socialist China regard“People”as the main body and purpose of the city,and gradually explore the governance model that conforms to their own cultural characteristics and practical experience.Finally the concept of“People's city”emerges,which is a vivid portrayal of the urban civilization in socialist China.“People's city”has laid the foundation in the construction of the socialist country in New China,improved the city function in the process of reform and opening up and reconstructed the main body of the people in the grand narrative of the great rejuvenation of the Chinese nation.This concept contributes Chinese wisdom to the development of urban civilization all over the world.
