岸田文雄政府对俄乌冲突的外交战略与政策

Fumio Kishida's Government's Foreign Strategy and Policy on the Russia-Ukraine Conflict

2024年2月19日,“日乌经济重建推进会议”在东京举行,日本首相岸田文雄和乌克兰总理什梅加尔出席了会议,双方讨论了在俄乌冲突爆发即将两周年之际如何支援乌克兰的措施和方针等问题。岸田文雄指出:日本将在地雷对策、废墟处理、农业等7个领域支持乌克兰的复兴。面对瞬息万变的战场局势,任何单一国家都难以把握正确的政策大方向,日本也不例外。本文通过总结归纳在俄乌冲突初期阶段,日本与国际组织和关键国家进行双边和多边协调的主要外交活动和外交政策,发现岸田政府无论是对俄制裁还是对乌援助,都有日本自身的特点——对俄制裁不彻底、对乌援助重民生。当然,这与日本自身所处的周边环境和现实利益是分不开的。

On February 19,2024,the Japan-Ukraine Economic Reconstruction Promotion Conference was held in Tokyo,attended by Japanese Prime Minister Fumio Kishida and Ukrainian Prime Minister Shmygal,and the two sides discussed measures and guidelines for supporting Ukraine as the second anniversary of the Russia-Ukraine conflict approaches.Fumio Kishida pointed out that Japan will support the reconstruction of Ukraine in seven areas,including landmine countermeasures,debris disposal,and agriculture.In the rapidly changing battlefield situation,it is difficult for any individual country to grasp the correct policy direction,and Japan is no exception.This paper summarizes the main diplomatic activities and foreign policies of Japan in bilateral and multilateral coordination with international organizations and key countries in the early stage of the Russia-Ukraine conflict.It finds that the Kishida government,whether it is sanctions against Russia or aid to Ukraine,Japan has it's own characteristics-incomplete sanctions against Russia and assistance to Ukraine focusing on people's livelihood.Of course,this is inseparable from Japan's own historical environment and practical interests.
