青藏高原地区危机治理现状、困境与优化路径

Current Situation,Dilemma and Optimization Path of Crisis Governance in Qinghai-Xizang Plateau Region

青藏高原的复杂地理和气候条件增加了风险的不确定性,对地区稳定与发展构成威胁。本研究以西藏为切入点,探讨青藏高原危机治理现状、困境,并提出优化策略,以增强地区应对危机的韧性。研究表明,通过深化危机治理体系改革、防范化解安全风险、强化救援准备、优化支撑保障水平,可以显著提升公共危机应对能力,为青藏高原的稳定与可持续发展提供实践指导。

The complex geographic and climatic conditions of the Qinghai-Xizang plateau increase risk uncertainty and pose a threat to regional stability and development.Taking Tibet as an entry point, this study explores the current situation and dilemmas of crisis governance on the Qinghai-Xizang plateau and proposes optimisation strategies to enhance regional resilience to crisis.The study shows that by deepening the reform of the crisis governance system,preventing and resolving security risks,strengthening rescue preparations,and optimising the level of support and guarantee,the public crisis response capacity can be significantly enhanced,providing practical guidance for the stability and sustainable development of the Qinghai-Xizang plateau.
