国家治理体系中的党委职能部门:机构设置与职能配置——以《中国共产党统一战线工作条例》为中心的分析

Party Committee Functional Departments in the National Governance System:An Analysis of Institutional Setting and Functional AllocationCentering on the Regulations for the United Front Work of the Communist Party of China

党委职能部门是党的工作机关的一种重要组织类型,在国家治理体系中发挥独特作用。基于《中国共产党统一战线工作条例》等党内法规,系统分析党委职能部门在国家治理体系中的机构定位、职能作用及其运行机制。研究发现,党委职能部门负责关系党和国家事业发展全局的重大工作,机构设置上兼具职能型组织和协调型组织双重特点。党委职能部门履行所在工作领域的宏观管理职责和具体管理职责,归口领导管理本系统本领域有职责联系的党政部门、事业单位和群团组织。当前,党委职能部门在实际运行中仍存在职责配置不尽合理,履行行政管理职责的法治化、规范化、专业化水平有待提升,归口领导管理职责边界未厘清,以及所属事业单位数量过多、效能不高等问题。以推进国家治理现代化为导向,党委职能部门要合理配置宏观管理和具体管理职能,全面完整履行被赋予的行政管理职责,提升归口领导管理制度化水平,完善事业单位管理体制机制。

The functional departments of the Party committees represent a critical organizational type of the Party's working mechanisms,playing a unique role in the state governance system.Based on a systematic analysis of intra-Party regulations such as the"Regulations on the Work of the United Front of the Communist Party of China,"this study examines the institutional positioning,functional roles,and operational mechanisms of the functional departments of Party committees within the state governance system.The research reveals that these functional departments are responsible for major tasks related to the overall development of the Party and the state's undertakings.They exhibit dual characteristics of both functional and co-ordinative in their institutional setups.These departments perform macro management and specific management responsibilities in their respective work fields and lead and manage relevant Party and government departments,public institutionsand mass organizations.Current operational issues include irrational allocation of responsibilities,a need for improved legalization,stan dardization,professionalization of administrative duties,unclear boundaries of management responsibilitiesand inefficiencies due to the excessive number of affiliated public institutions.To advance national governance modernization,functional departments of Party committee s should rationally allocate macro and specific management responsibilities,fully perform assigned administrative duties,enhance the institutionalization of leading managementand refine the management system and mechanisms for public institutions.
