城市社区敏捷治理的运作逻辑、运行梗阻及其解构——基于结构-过程-功能分析框架

Operation Logic, Obstacles and Deconstruction of Agile Governance in Urban Communities: A Framework Based on Structure-Process-Function Analysis

鉴于城市社区人口高密集、需求复杂等特点,传统治理模式存在治理主体碎片化、治理结构内卷化、价值引领功能缺失等问题。敏捷治理具有灵活性、快速决策和行动、持续创新和改进,以及促进团队合作和沟通等诸多优势。将敏捷治理应用到城市社区治理中有着较高的契合性,它强调居民的参与合作,注重适应快速变化需求,倡导创新和效率,依靠数据驱动决策,并平衡技术与人文关怀。因此,基于敏捷治理视角,构建“结构—过程—功能”分析框架,来探讨城市社区敏捷治理的运作逻辑。研究发现,城市社区敏捷治理有助于实现整体智治、灵敏回应及以人为本。但是目前城市社区敏捷治理依旧存在结构层面的角色失灵、治理过程的低效失范、治理功能的情感式微等梗阻。基于此,应当从结构、过程、功能上进行梗阻解构,探索结构上的多元协同、过程上的敏捷高效、功能上的情感联结,进而促进城市社区敏捷治理高质量发展。

Given the high population density and complex demands of urban communities,traditional governance modes face issues such as fragmented governance actors,inward-focused governance structuresand a lack of value leadership functions.Agile governance boasts flexibility,rapid decision-making and action,continuous innovation and improvementand the promotion of teamwork and communication.Applying agile governance to urban community management is highly compatible,as it emphasizes resident participation and cooperation,focuses on swiftly adapting to changing demands,advocates innovation and efficiency,relies on data-driven decision-makingand balances technology with humanitarian care.Therefore,from the perspective of agile governance,a"structure-process-function"analytical framework is constructed to explore the operational logic of agile governance in urban communities.The study finds that agile governance in urban communities helps to achieve holistic smart governance,sensitive responses,and a people-centered approach.However,urban community agile governance currently faces barriers such as role dysfunction at the structural level,inefficiency and irregularities in governance processesand the erosion of emotional connections in governance functions.Hence,the deconstruction of these barriers should emphasize structural multi-coordination,agile efficiency in processesand emotional connectivity in functions to promote high-quality agile governance development in urban communities.
