摘要
新质生产力涵盖“新质劳动者、新质劳动工具、新质劳动对象”三大要素,发展新质生产力必须促进这些要素之间的优化组合和创新配置。“双一流”建设高校肩负着“一流人才培养、一流学科建设、一流科研创新和一流经济社会服务”等多重使命,是推动新质生产力发展的重要力量。其中,“一流人才培养”有助于培养高素质新型劳动者“,一流学科建设”有助于促进新兴产业和未来产业发展“,一流科研创新”有助于推动原创性和颠覆性技术生成落地。但在实际发展进程中“,双一流”建设高校仍面临“人才培养与国家需求脱节、学科建设和产业布局偏离、科研创新与成果转化脱链、评价成效与评价初衷悖离、国际对标与本土特色失衡”等难题,这在一定程度上影响新质生产力的生成和落地。为此,“双一流”建设高校要通过“创新人才培养模式、优化学科专业布局、提升科学研究水平、促进科技成果转化、完善成效评价体系、深化国际交流合作”等手段为发展新质生产力蓄势赋能,从教育、科技、人才、产业四方面发力推动国家经济社会高质量发展。
The new quality productive forces encompass the three major elements of"new quality laborers,new quality labor tools,and new quality labor objects"The development of new quality productive forces requires optimizing the combination and innovative configuration of these elements."Double First-class"construction universities shoulder multiple missions,including"First-class talent cultivation,First-class discipline construction,First-class scientific and technological innovation,and First-class economic and social service",and are an important force in driving the development of new quality productive forces.Among them,"First-class talent cultivation"contributes to nurturing high-quality new-type iaborers,"First-class discipline construction"promotes the development of emerging industries and future industries,and"First-class scientific and technological innovation"drives the generation and implementation of original and disruptive technologies.However,in the practical development,these universities still face challenges such as"disconnection between talent cultivation and national needs,deviation between discipline construction and industrial layout,gaps between scientific and technological innovation and the transformation of research and development results,contradiction between evaluation outcomes and evaluation intentions,and imbalance between international benchmarking and local characteristics".To some extent,these challenges hinder the generation and implementation of new quality productive forces.To this end,the universities under the"Double First-class"construction program should adopt measures such as innovating talent training models,optimizing the layout of academic disciplines and majors,enhancing scientific research levels,promoting the transfer of scientific and technological achievements,improving the evaluation system for achievements,and deepening international exchanges and cooperation,to build up momentum and enhance their capabilities for fostering new-quality productive forces.They should also exert efforts in education,technology,talent,and industry to drive high-quality economic and social development of the country.
