何以赋能:数字技术助力青少年体育高质量发展的挑战与应对

How to Empower:Challenges and Solutions of Digital Technology to Promote High-quality Development of Youth Sports

在数字化转型过程中,青少年体育高质量发展既不能脱离时代方向,但也因数字技术的使用场景和价值功能不断放大而被虚化与泛化,厘清数字技术与青少年体育高质量发展两者关系便成为当务之急。研究认为,数字技术无疑能够助力青少年体育走向高质量发展,并在其中扮演着承上启下的联通作用及动力引擎。然而,当人们对此多持乐观态度之时,却仍存在诸多限度阻碍了数字技术的赋能作用,包括:在认识限度上,数字技术的边界模糊让青少年体育高质量发展呈现出“泛技术化”的倾向;在伦理限度上,数字技术在体育中的任意僭越导致青少年被“物化”与“奴化”;在管理限度上,数据孤岛让青少年体育政策执行呈现“低效化”现象。研究提出:警惕数据主义的认知“囚笼”,提升青少年体育治理主体的数据素养;加强数字技术应用的伦理审查,规避因管理失范造成的伦理危机;打破政府部门之间的数据藩篱,建立健全多方协同的数字资源共建共享机制。

In the process of digital transformation,the high-quality development of youth sports can not be detached from the direction of the times.However,due to the continuous amplification of the use scenarios and value functions of digital technology,it has been blurred and generalized.Clarifying the relationship between digital technology and the high-quality development of youth sports has become an urgent task.The study believes that digital technology can undoubtedly contribute to the high-quality development of youth sports,playing a bridging role and a power engine.However,while people are mostly optimistic about it,there are still many limitations that hinder the empowering role of digital technology,including:in terms of cognitive limitations,the vague boundary of digital technology makes the high-quality development of youth sports show a tendency of"pan-technology";in terms of ethical limitations,the arbitrary transgression of digital technology in sports leads to the""objectification"and"enslavement"of the young people;in terms of management limitations,data silos have led to a phenomenon of""inefficiency"in the implementation of youth sport policies.The study proposes the following coping strategies:beware of the cognitive"cage"of dataism to upgrade the data literacy of youth sports governance subjects;enhance the ethical review of the application of digital technology to avoid ethical crises caused by management anomie;break down data barriers between government departments to establish a sound multi-party collaborative digital resource sharing mechanism.
