当前,全球数字贸易规模不断扩大,合作领域不断拓宽,数字贸易发展呈现南低北高、南快北慢发展趋势,发展中国家尤其是新兴市场国家增长潜力十足。与此同时,主要国家围绕数字贸易治理规则话语权之争不断加剧,数字鸿沟、数字安全、数字贸易壁垒等问题愈加突出,严重制约“一带一路”数字贸易合作。在此背景下,深化同“一带一路”沿线国家数字贸易合作,推动构建“一带一路”数字贸易命运共同体,是推动“一带一路”区域价值链升级、增强沿线国家竞争力的必然要求,以及提升“一带一路”沿线国家国际话语权的重要举措。为此,应积极参与数字贸易制度竞争,有序构建适合沿线区域的数字贸易规则;深化与沿线国家数字贸易合作,推动构建“一带一路”数字贸易命运共同体;构建区域数字贸易争端解决机制,切实维护沿线国家核心利益。

At present,the scale of global digital trade continues to expand,and the fields of cooperation continue to broaden.The development of digital trade shows a trend of low in the south and high in the north,fast in the south and slow in the north.Developing countries,especially emerging market countries,have great growth potential.At the same time,the competition for the right to speak in digital trade governance rules among major countries has intensified,and problems such as the digital divide,digital security,and digital trade barriers have become increasingly prominent,seriously restricting the digital trade cooperation of the“Belt and Road”.In this context,deepening digital trade cooperation with countries along the“Belt and Road”and promoting the construction of a“Belt and Road”digital trade community with a shared future is an inevitable requirement to promote the upgrading of the regional value chain of the“Belt and Road”and enhance the competitiveness of countries along the route,as well as an important measure to enhance the international voice of countries along the“Belt and Road”.To this end,we should actively participate in the competition of digital trade system,orderly build digital trade rules suitable for the region along the route;deepen digital trade cooperation with countries along the route and promote the construction of a“Belt and Road”digital trade community with a shared future;build a regional digital trade dispute settlement mechanism,and effectively safeguard the core interests of countries along the route.
