乡村人才振兴绩效评价分析

摘要 [研究目的]人才振兴是实现乡村振兴的重要抓手。基于理性视角,乡村人才振兴绩效评价以利益相关群体满意为价值导向,以促进“简政放权”为工具理性。[研究方法]为充分发挥评价的作用机制,采用客观事实数据与主观判断数据有机结合的方式,构建以政府和利益相关群体分别为内部和外部评价主体,以人才振兴责任主体为评价对象,并包含资源投入、过程监管、目标实现与社会满意四大维度的评价指标体系。[研究结论]这一评价体系的核心功用是推动实现利益相关者满意,提高乡村人才振兴工作效能,助力解决乡村地区“人才引进与留用”难点与痛点问题。 [Research purpose]Talent revitalization is an important step for realizing rural revitalization.Based on the rational perspective,the performance evaluation of the revitalization of rural talents takes the satisfaction of interest-related groups as the value orientation,and the promotion of“streamlining administration and delegating power”as the tool rationality.[Research method]In order to give a full play to the evaluation mechanism,by means of combining organically the data of objective truth and subjective judgment,an evaluation index system is constructed with the government and the interest-related groups as the internal and external key evaluation subjects respectively,and the talent revitalization as the evaluation object,including four dimensions,namely,resource input,process supervision,goal realization and social satisfaction.[Research conclusion]Thec ore function of this evaluation system is t o promote realizing the satisfaction of the interest-related groups,improving the efficiency of rural talent revitalization work,and then assisting to solve the difficulties and pain points of“talent introduction and retention”in rural areas.
