From Resilient City to Resilient Safety City: The Practice and Logic of Urban Resilience Promotion in China

提升城市韧性是中国城市安全发展的实践创新,也是城市安全治理现代化的实现路径。从“韧性城市”到“韧性安全城市”的探索与创新,是中国提升城市韧性的实践创新和内涵价值的深化,也是新阶段我国城市安全发展探索的辩证前进过程,彰显了人民性和安全性的价值特征。在治理现代化视野中,提升城市韧性已经超越了传统的城市建设层面,是一个统筹城市发展与安全的重大创新性命题。总体上呈现出从韧性城市建设规划到以韧性治理助推城市治理现代化的推进逻辑。以治理体系建设为内核,以空间规划为引领,处理好从体制改革到体系建设的关系,提升城市结构性韧性;以基础设施建设为支点,以机制创新为纽带,处理好工程项目与非工程措施、常态治理与非常态应急管理的关系,提升城市功能性韧性;以智能技术为支撑,以供应链安全为基础,处理好技术和治理、物资储备与供应链安全的关系,提升城市保障性韧性。

Promoting urban resilience is a practical innovation in the safe development of Chinese cities and a pathway to modernizing urban safety governance. The exploration and innovation from a “resilient city” to a “resilient safety city” deepen the practical innovation and intrinsic value of promoting urban resilience in China, representing a dialectical development of urban safety exploration in the new stage in China. This embodies the value characteristics of people-centeredness and safety. From the perspective of modernizing governance, promoting urban resilience has transcended the traditional level of urban construction and presents an innovative proposition that balances development and security imperatives. It generally presents a propelling logic from resilient urban planning to resilient governance to promote modernization of urban governance. With governance system construction as the core, spatial planning as the guiding force, it handles the relationship between institutional reform and system construction to promote structural resilience of the city;with infrastructure construction as the fulcrum, mechanism innovation as the bond, it handles relationships between engineering projects and non-engineering measures, as well as routine governance and emergency management, to promote functional resilience of the city. With the support of intelligent technology and the foundation of supply chain security, it handles relationships between technology and governance, material reserves and supply chains for promoting supportability resilience of the city.
