Using Labor Productivity as a Lever to Promote Agricultural and Rural Modernization

各国在实现农业农村现代化的过程中,通常遵循一些一般性的规律,需要完成一些相同的任务,在实践中也形成了一些类似的做法。对此进行归纳提炼从而得出若干特征化事实,是对农业农村现代化共同特征的有益描述。这种归纳也有助于揭示农业劳动生产率的核心地位、提高的方式和途径。本文把农业劳动生产率作为推进中国的农业农村现代化的关键抓手,通过国际经验的比较,以劳动生产率达到的高度来定义农业强国。进一步地,在对现实问题进行分析的基础上,本文揭示了中国实现农业农村现代化面临的特殊挑战,并从改善劳动力配置和提高人力资本水平等方面,着眼于破解农业劳动生产率徘徊局面,有针对性地提出相应的政策建议。

In the process of achieving agricultural and rural modernization,countries usually follow some general laws,need to complete some similar tasks,and have also formed some similar practices.Refining these into several characteristic facts is a useful description of the common characteristics of agricultural and rural modernization.This generalization also helps to reveal the core position of agricultural labor productivity,as well as the ways and means of to improve it This paper regards agricultural labor productivity as the key to strengthening the Chinese path to agriculture and rural modermization,and defines the strength in agriculture by the level of labor productivity through the comparison of international experience.Furthermore,on the basis of empirical analysis of practical problems,this paper reveals the special challenges faced by the Chinese path to agriculture and rural modemization,and puts forward corresponding policy suggestions from the aspects of improving the allocation of labor force and raising the level of human capital,focusing on breaking the lingering pattern of agricultural labor productivity.
