价值发现、主体联动与制度支持:“千万工程”建设中的文化挖掘重塑机制研究

Value Discovery,Subject Linkage,and Institutional Support:Research on the Mechanism of Cultural Excavation and Reshaping in the Construction of the"Thousand Villages Demonstration and Ten Thousand Villages Renovation"

“千万工程”的全面铺开为美丽乡村建设打下了坚实的基础,在农村人居环境深刻重塑的基础上如何改变乡村建设千村一面、实现魅力乡村的转型是当下乡村振兴面临的问题。文化是乡村发展的灵魂,是凸显乡村建设“美而特”的重要着力点。通过系统剖析S村文化村落重生的实践历程,展现文化挖掘重塑的缘起、行动、成形过程,从“价值发现—主体联动—制度支持”分析框架,提出乡村文化挖掘重塑的内在机制:一是以本土精英为主体的文化识别价值发现机制;二是“初级”与“次级”主体互动与利益博弈的主体联动机制;三是正式制度与非正式制度融合互动的制度支持机制。

The comprehensive implementation of the project of"Thousand Villages Demonstration and Ten Thousand Villages Renovation"has laid a solid foundation for the construction of beautiful rural areas.How to change the similarity of rural construction and achieve the transformation of charming rural areas on the basis of profound reshaping of rural living environment is the current problem facing rural revitalization.Culture is the soul of rural development and an important focus of highlighting the beauty and uniqueness of rural construction.By systematically analyzing the practical process of S Village's cultural village reshaping,the origin,action,and shaping process of cultural excavation and reshaping are demonstrated.From the analysis framework of"value discovery-subject linkage-institutional support",the internal mechanism of rural cultural excavation and reshaping is proposed:The first is the value discovery mechanism of the cultural identification with local elites as the main body;The second is the subject linkage mechanism of interaction and interest game between"primary"and"secondary"subjects;The third is the institutional support mechanism for the integration and interaction between formal and informal institutions.
