智库成果评价体系与激励机制问题与优化探析

A Study on the Problems and Optimization of Evaluation System and Incentive Mechanism of Think Tank Achievements

摘要 智库成果是智库发挥资政、启民等核心功能的重要载体,智库成果评价与激励能够引导和促进智库高水平思想成果产出。本文通过文献研究法、跟踪观察法、案例分析法、专家访谈法,对国内外智库成果的内涵与外延,评价与激励的现状与存在问题,评价与激励导向与标准等方面进行了梳理分析。提出未来我国智库成果评价与激励机制的构建与优化应在以下几方面着力:以实证、激励、短期效应与中长期影响相结合为导向,以创新、质量和贡献为成果评价标准,构建以用户评价为核心的多元成果评价体系。同时,构建智库成果激励机制,将智库成果纳入研究人员工作绩效考核、科研项目结项、科研业绩奖励体系,并创设“直接奖励制”,激发智库人员进行智库成果产出的积极性和价值感。 Think tank achievements are an important carrier for think tanks to give play to their core functions such as giving advice to the policymaker and enlightening the people.The evaluation and incentive of think tanks'achievements can guide and force think tanks to produce high-level products.The paper adopts the methods of literature research,follow-up observation,case analysis and expert interview to analyze the connotation and extension of think tank achievements at home and abroad,the current situation and problems as well as the principles and standards of evaluation system and incentive mechanism of think tank achievements.It is suggested that in the future,China’s think tank evaluation system and incentive mechanism should attach importance to authentic proof,incentive together with combination of short-term effect and medium and long-term impact.Meanwhile,we should take innovation,quality and contribution as the evaluation criteria,and build a multi-dimensional evaluation system with user evaluation as its core.Moreover,we should build an incentive mechanism for think tank achievements,and incorporate think tank achievements into the work performance appraisal of researchers,the completion of scientific research projects and the scientific research performance reward system.At the same time,we should create a“direct reward mechanism”to stimulate the enthusiasm and sense of value of think tank personnel in generating think tank achievements.
