情境中的行动权衡:企业无偿供暖的运作逻辑和溢出效益——以X集团集中供暖PPP项目为例

Balancing Actions in a Context:The Operational Logic and Spillover Benefits of Enterprise Free Heating

追求利润最大化被认为是企业参与PPP项目的主要目标,但在实践中却出现了企业无偿供给公共服务的现象。为了解释这一认知悖论,基于“情境—行动”分析框架,以X集团参与集中供暖PPP项目过程为例,探讨企业在特定PPP项目中无偿供给服务的行为逻辑。研究发现:企业无偿供暖服务是环保政策与社会情境共同作用的结果,是企业在严峻的环保压力下,以无偿供暖与村民形成利益捆绑,从而置换企业发展所需生存空间的一种能动性行为。作为行动者的X集团运用自身可调动的生产余热资源,通过无偿供给公共服务等方式,与村民结成“荣辱与共”的利益共同体,不仅在一定程度上破解了企业面临的环保困境,拓宽了生存空间,也重构了企业与村民之间的关系,提升了企业的社会形象。

The pursuit of profit maximization is considered to be the main goal of enterprises to participate in PPP projects,but in practice,there is a phenomenon that enterprises provide public services for free.In order to explain this cognitive paradox,based on the framework of “situation-action” analysis,taking X Group's participation in central heating PPP project as an example,this paper discussed the behavioral logic of enterprises' free service supply in specific PPP projects.It finds that the free supply of heating services by enterprises is the result of the joint action of environmental protection policies and social environment.It is an active behavior of enterprises to form a “reconciliation” between the interests of the villagers and the free supply of heating resources under the severe pressure of environmental protection,so as to replace the living space required by the development of enterprises.As an actor,X Group uses its own re-configurable production waste heat resources to form a community of “sharing weal and woe” with the villagers by providing public services free of charge.This not only solves the environmental protection dilemma it faces to a certain extent,widens its living space,but also reconstructs the relationship between the enterprise and the villagers and improves its social image.
