摘要
建立科学合理的指标体系是有效管控危险化学品企业安全风险的技术基础,着眼于动态关键指标有利于区分指标要素的轻重缓急,让风险管控事半功倍。基于危险化学品企业风险特征,从人员、设备、技术、环境及管理5个方面提取出45个指标要素,利用ISM-DEMATEL方法建立指标要素的层次结构模型并计算指标要素的影响度,从而确定影响危险化学品企业生产安全的固有关键指标和动态关键指标(统称为K指标)。利用信息化手段将K指标数据接入监管平台,实现固有关键指标的日常监管与动态关键指标的实时监控,有效提升政府部门安全监管效能。
The establishment of a scientific and reasonable indicator system is the technical basis for the effective con trol of safety risks of hazardous chemical enterprises,focusing on the dynamic key indicators is conducive to distin guishing the priority of the indicator elements,so that risk management and control with half the effort.Based on the risk characteristics of hazardous chemical enterprises,45 index elements are extracted from five aspects:personnel,equipment,technology,environment and management,and the ISM-DEMATEL method is used to establish a hierar chical model of the index elements and calculate the degree of influence of the index elements,so as to determine the intrinsic key indexes and dynamic key indexes(collectively referred to as K-indicators)that affect the production saf ety of hazardous chemical enterprises.By using information technology to connect the K-indicator data to the super vision platform,it realizes the daily supervision of the inherent key indicators and the real-time monitoring of the dy namic key indicators,which effectively improves the quality and efficiency of the safety supervision of government departments.
